There is currently a known issue with accessing PDF articles via Internet Explorer on certain U.S. Government computers. There are several options to try to work around it:
1) From the article landing page, right-click on the link for the PDF document, select "Save Target As...", to save the file directly to a local hard drive;
2) Use a personal computer with commercial internet access (e.g., your personal device at home); or,
3) Use Firefox or other browser
